Introduction:

The ACC issues Certificates of Origin for the Jordanian Agricultural, Animal, and Mineral Resources Raw Products, and for the Re-Exported Goods; and for the Foreign Goods purchased from the Jordanian local market within specified conditions. The ACC also issues Certificates of Origin for the Jordanian Industrial Products as requested by the Exporter according to the Original manufacturer Invoice authenticated by an Industrial Chamber which indicates that the Products are of Jordan Origin along with a Certificate of Origin Issued by such an Industrial Chamber; and that is based on the provisions of article (29) of the Jordanian Chambers of Commerce Bylaw No. (45) of the Year 2009, and as of the Instructions for Issuing Certificates of Origin of the Year 2013, as follows:

 

First: Required Documents:
1. Export/Re-Export Invoice:

The Exporter should be a registered member at the ACC and has already paid off the annual membership fees for the fiscal year at the time of requesting such service. The Exporter should present the Original Commercial (Export) Invoice signed by the administratively or financially authorized signatory person(s) on behalf of the Establishment/Company as it is stated by the Trade Register, along with all the related information to the Goods in terms of (Brand, Quantity, Value, and Origin of the Goods), and the Invoice should include the Exporter’s Name, Address, Importer’s Name and Address, Invoice Number and Date, also along with the Exporter's Declaration (either in Arabic or English language) according to the Invoice's language, as follows:
“We hereby certify that this invoice is in all respects correct and true both with regard to the price and description of the Goods referred herein, and that the Country of Origin is (…………………)”.

 

2. Raw Jordanian Agricultural, Animal, and Mineral Resources Products:

a. It is necessary to present the Original Commercial (Export) Invoice indicating the information as it is indicated in the aforementioned Item No. (1).
b. Exportation License (Original and valid) issued and authenticated by the Ministry of Agriculture for some Products, for example but not limited to: (Eggs, Honey, Raw Cattle Wool and Hides, Raw Salted Cow Hides, Livestock, Fresh or Frozen Meats, Beehives, Ornamental Birds, Productive Tress, Perennial Trees), or an Exportation License issued by the Energy and Minerals Regulatory Commission for some Products, for example but not limited to: (Raw Building Stone, Broken Marbles, Volcanic Mineral Rocks, Raw Sand), or any commodity or raw material extracted from the Jordanian's soil.

3. Re-Exported Goods and Goods Imported to the Free Zones, and Goods Exported via Transit:
Upon request by the Exporter for a Certificate of Origin to be issued by the Chamber for Foreign Goods for the purposes of Exporting or Re-Exporting, the Exporter should necessarily present the following:
a. The Original Commercial (Export) Invoice indicating the information as it is indicated in the aforementioned Item No. (1).
b. The "Certificate of Origin" of the shipment which is issued by one of the Arabian or Foreign Chambers of Commerce (Original and Authenticated) by which the Goods were imported.
c. The Original of an accomplished and authenticated Jordanian Customs Declaration (Import, Re-Export, or Transit), or the Jordanian Customs Certificate authenticated by the Jordan Customs Department, or the Declaration of Admission (Deposit) authenticated by the Jordan Customs Department/Free Zone.
d. The Original Foreign Importation Commercial Invoice of the shipment (for the Goods of which is/are to be Exported), and it should be authenticated by one of the Arabian or Foreign Chambers of Commerce or Industry; provided that the Exporter’s Name, and the Exporter’s Address is (Amman - Jordan), are mentioned within such Documents.
e. The foreign Bill of Lading of the Shipment (for the Goods) from the country of export, and the local Bill of Lading.

* Note: In some cases or specific situations, the Original Movement Certificate (EURO1) may be accepted by the ACC instead of the Certificate of Origin; however, in such case the "EURO1" should be authenticated by one of the Chambers of Commerce or Industry; provided that the Country of Origin of the Goods, and the Exporter’s Name, and the Exporter’s Address is (Amman - Jordan), are mentioned within such Document.

4. Directly Imported Goods from a Country to Another Abroad Jordan:
They are the Goods which are exported directly from a country of origin and/or an exporting country to the importing country without being the Goods passed through Jordanian territory, and a beneficiary (Mediator) exists as a registered trader at the ACC for such Goods, in such case the trader should do as follows:
a. It is necessary to present the Original Commercial Invoice indicating the information as it is indicated in the aforementioned Item No. (1), along with a declaration phrase in which the trader declares that the Goods have been directly exported from the Country of Origin and/or Exporting Country to the Importing Country.
b. It is necessary to present the Original Certificate of Origin issued by Arabian or Foreign Chamber of Commerce (bearing the Establishment/Company's Name, and Address in Jordan) duly authenticated, and containing all information related to such Goods.
c. The Original Foreign Importation Commercial Invoice of the shipment (for the Goods of which is/are to be Exported), and it should be authenticated by one of the Arabian or Foreign Chambers of Commerce or Industry; provided that the Exporter’s Name, and the Exporter’s Address is (Amman - Jordan), are mentioned within such Documents.
d. The foreign Bill of Lading of the Shipment (for the Goods) from the country of export.
e. The Original bank "Documentary/Letter of Credit (L/C)" which was opened at any of the Jordanian Banks for the shipment (for the Goods of which is/are to be Exported), provided to be in the favor of the Exporting Establishment/Company (Beneficiary), or a Copy/Certified Copy as a "True Copy" by the same bank.

5. Locally Manufactured Goods:
a. Goods Exported by the Trader as a Registered Member at the ACC:
1. Trader should present the Original Invoice for the Locally Purchased Goods issued by a Jordanian Manufacture/Producer, containing all information related to such Goods, and authenticated by the Manufacture/Producer and by a Jordanian Chamber of Industry according to the geographical scope, and must be bearing the phrase: “No Objection of Exportation” by the Manufacture/Producer, or a Letter issued by the Manufacture/Producer containing the approval on exporting the Goods by the trader.
2. The Original Industrial Certificate of Origin issued and authenticated by a Jordanian Chamber of Industry according to the geographical scope, and containing all information related to such Goods and matching with those mentioned on the Invoice, and also must proof the Country of Origin of such Goods.
b. Goods Exported by the Industrialists within the Capital Governorate - Amman (Upon Request and/or Letter of Credit Terms):
1. Manufacture/Producer should present an Export Invoice issued by the (Exporter) Manufacture/Producer, authenticated by the Amman Chamber of Industry and containing all information related to such Goods as well as the information as it is indicated in the aforementioned Item No. (1).
2. The Original Industrial Certificate of Origin duly authenticated, and containing the same Invoice's Number aforementioned, and issued by the Amman Chamber of Industry.

6. The Goods are Collected from the Local Jordanian Markets Except for Goods which are Officially Prohibited (Other Products):
This item includes, for example but not limited to:
a. [Metal Scrap, Carton Wastes, Damaged Paper, Oil Waste, Pieces of Cloth, Damaged Lead-Acid and Dry Batteries]; the Exporter should present the Original Export Commercial Invoice indicating the information as it is indicated in the aforementioned Item No. (1), in addition to the Original Export License Permit issued by the Ministry of Environment for some Goods, for example but not limited to: (Damaged Batteries), the Exporter should make a declaration on such Invoice stating the following: “We certify that the scrap Goods indicated in this invoice have been collected from the Local Jordanian Markets” (Jordan Origin), in addition to the Exporter’s Declaration to be included as it is indicated in the aforementioned Item No. (1), the Exporters should also present a Written Letter stating that the Goods indicated in such invoice have been collected from the Local Jordanian Markets and by Several Peddlers.
b. Foreign, Arabic, and Jordanian Books purchased from the markets and which are available at the Publishing Houses for a while, and which are to be Re-Exported by the Publishing Houses whose they are registered as members at the ACC and at the Union of Jordanian Publishers: The Exporter (the Publishing House) should present the Original Commercial Invoice indicating the related information as it is indicated in the aforementioned Item No. (1), in addition to the Original Letter issued by the Union of Jordanian Publishers, signed, authenticated, and directed to the ACC; also, containing the information related to such Export Invoice in terms of the Exporter’s Name (Publishing House), Origin of the Books, Number of Packages, the Importer's Name and Address.
c. Computer Software: The Exporter (Programmer) should present the Original Commercial Invoice indicating the information as it is indicated in the aforementioned Item No. (1), in addition to the Original Letter issued, signed, and authenticated by the Department of the National Library.
d. Gold Ingots, and Broken Rough Gold: The Exporter should present the Original Commercial Invoice indicating the information as it is indicated in the aforementioned Item No. (1), in addition to the Letter issued by the Exporter signed by the administratively authorized person(s) to sign on behalf of the Establishment/Company, and directed to the ACC which proofs that Goods indicated in such Export Invoice No. (---) are (Gold Ingots) Goods, or (Broken Rough Gold) Goods are not manufactured/produced materials, and have been collected from the Local Jordanian Market, and such Goods are given the Status of Origin as a (Jordanian Local Market Collection).
e. Foreign Goods purchased from the Jordanian Local Market: The Exporter must present the Original Commercial Invoice stating the information as it is indicated in the aforementioned Item No. (1), The ACC may authenticate such Export Invoice and issue a Certificate of Origin relying on the Locally Purchased Invoice, such Goods is/are given the status of origin as (Foreign Origin and of Local Market Purchases), provided that the value of such Export Invoice does not exceed the total amount of (4,000 JD) Four Thousand JD, or what is equivalent to such total amount in any other Currencies' value, the Exporter then must present to the ACC the Original Locally Purchased Invoice, such Invoice must be "Taxed, and Signed" or "Signed, and Stamped by the locally selling Establishment/Company's stamp", and such Invoice should include all of the related information of the sold Goods such as: (Type, Quantity, and Origin of the Goods, the Total Amount of the Invoice Value for the Goods, in addition to the Establishment/Company's declaration who is in charge of selling the Goods locally, declaring the Goods' Origin and stating that such Invoice is accurate and real).

7. Jordanian Handmade Products:
They are to include Handmade Products in which no manufacturing process is involved: The local added value for which is insufficient to meet the conditions of Jordanian Industrial Origin, for example but not limited to: (Craft Products, Oriental Souvenirs, Engineering Models/Figures, and Oriental Confectioneries not packaged either automatically or industrially), the Exporter should present the Original Commercial Export Invoice indicating the information included as it is indicated in the aforementioned Item No. (1), in addition to the Exporter’s Declaration on such Invoice as follows: “We hereby certify that the Goods described in this invoice are of Jordanian Handmade Products”.

8. Issuing Certificates of Origin for Industrialists Registered at the Amman Chamber of Industry for Goods that are of Foreign Origin:
1. The Manufacturer/Producer should present a signed and stamped Written Letter by the Amman Chamber of Industry, indicating that the Exporter is a registered member at the Amman Chamber of Industry, and that the membership's fees for the Amman Chamber of Industry have been paid off for the current fiscal year, and that the Commercial Export Invoice should be signed by the administratively authorized signatory person(s) on behalf of the Manufacturer/Producer and that the signature matches with the signature of which is kept on files at the Amman Chamber of Industry 's record.
2. The Manufacturer/Producer should present the Original Industrial Register Certificate, along with the Professional License valid for the current fiscal year, which both are related to the Factory (Manufacturer/Producer).
3. The Manufacturer/Producer should present all of the Original required and necessary Documents confirming the Origin of the Goods, and that they belong to the Exporter's property (Manufacturer/Producer), as it is indicated in the aforementioned Item No. (3) which is related to the Re-Exported Goods.




Second: Procedures for Issuing Certificates of Origin:
1. Check with the Membership Services Information Desk employee to ascertain, inspect, and check the required documents, the member's file record (the Exporter), and to obtain a turn number.
2. After receiving and checking the application, the competent employee will verify the documents, then the necessary data will be fed into the computer; thereafter, the ACC's prescribed fees will be collected from the applicant by the employee (Fees required for issuing a Certificate of Origin along with the Revenue Stamps Fees for the Ministry of Finance amounting to Five JD per each Certificate of Origin) will be collected by the same employee too; and then the designated stamp for endorsing the Invoice will be issued and printed out along with the designated Form of the Certificate of Origin. Thereafter, the Exporter's Invoice and the ACC's Certificate of Origin will both be checked and signed by the Unit's Head.
3. The competent employee then receives the Certificate of Origin in order to stamp it with the Revenue Stamp, and then the employee will hand over the "Certificate of Origin" along with the endorsed "Exporter's Invoice" to the applicant.



Third: Fees Required:
1. Registered Member (Establishment/Company) at the ACC with a capital of Five Thousand JD and more: Fees will be (1) one per (1000) thousand of the Export Invoice total value, up to a maximum of Fifty JD, and a minimum of Four JD.
2. Registered Member (Establishment/Company) at the ACC with a capital less than Five Thousand JD: Fees will be (0.5) half point per (1000) thousand of the Export Invoice total value, up to a maximum of Twenty Five JD, and a minimum of Two JD.
3. Individual (Not Registered) at the ACC: Fees will be (1) one per (1000) thousand of the Export Invoice total value, up to a maximum of Fifty JD, and a minimum of Four JD.
4. Certificate of Origin should be stamped with the State Revenue Stamps amounting to Five JD for each Certificate of Origin for the benefit of the Ministry of Finance.
5. The "Exporter" is entitled to obtain two copies of the "Certificate of Origin" and two copies of the "Export Invoice", provided that one of each is "Original" and the other one is "Copy" of the Original, and if the "Exporter" is willing to obtain any additional copy/copies, the "Exporter" has to pay the prescribed fees as it will be indicated thereafter; and it is necessary to provide for the ACC a Written Letter request signed by the administratively or financially authorized signatory person(s) on behalf of the Establishment/Company requesting an Additional Copy/Copies of the Certificate of Origin, and it is also necessary to present the "Original, or Certified Copy/True Copy by the same bank" of the Documentary/Letter of Credit "L/C" of which such an additional copy/copies is/are required by the L/C's terms of the required Certificate of Origin, and the ACC's competent employee should type on it, or stamp it as an (Additional Copy).
